The Rama in Yoreh De’ah 246:26 states that a seudah made in honor a siyum is a quintessential seudas mitzvah; he repeats that  in Orach Chaim 551:10. The Magen Avrohom and Mishnah Berurah both say that even for those who are not being mesayem, it is a great and noble mitzvah to attend and be part of it ; the commentaries bring the sources for this.

And certainly seudas meleva malka is a seudas mitzvah–in fact, it is the time on Shabbos concerning which the Mishnah Berurah states that one  should sing zemiros (O.C. 300:3).
